Public Service Announcement from the Madrid Police Department: **REMINDER** The IRS will never contact a person via telephone in order to collect money. They will communicate via mail. You should never give any personal information to anyone calling asking for money or threatening that you will be arrested. This is a tactic used to scare someone into paying immediately. Hang up the phone and do not respond to any of their calls.

September 26, 2016

  • An officer met with a Madrid resident and gave her several calls for service for a civil court proceeding.
  • An officer was dispatched to return a phone call to a male regarding a civil no-contact order.
  • A subject stopped at the PD and met with an officer. It was found that he lived in Des Moines, and so he was told to contact them to make a report.
  • An officer spoke to a Madrid resident regarding a scam phone call from the IRS.
  • An officer was dispatched to the Elementary School regarding juveniles on the playground after 10 p.m. The officer made contact with the subjects, who were playing basketball, and advised them about being on school property after hours. The subjects agreed to leave.
  • An officer stopped a vehicle in the 600 block of W. North Street. The driver, Leigh Houghton of Perry, was subsequently issued a citation for failure to provide proof of insurance and warned for improper rear lamps.

September 27, 2016

  • An officer performed a funeral procession.
  • An officer was called by Clarinda Academy regarding three runaways who ran from staff in town. Subjects were tracked south of town, where they ran into a field. The Madrid Police Chief was able to get two of the three into custody, and a Polk County Deputy Sheriff caught the third near Iowa Highway 415 and Nixon Drive. All three were transported to Woodward Academy, where they were held.
  • An officer took possession of several found bicycles believed to have been used and left behind by the three subjects whom ran from Clarinda Academy. An officer was able to locate the proper owners to the bicycles, and they were returned.
  • An officer received a call about a semi-tractor trailer in the field near 340th Street and Iowa Highway 17. It was determined the vehicle belonged to the farmer and was there to transport crops from the combine. No accident or infractions were made by the driver of the semi.
  • An officer attempted to stop a vehicle for a traffic violation. The vehicle sped up and traveled north down several gravel roads until the driver turned down a dead end. The driver then fled the vehicle on foot and ran into the woods, where he was apprehended a short time later. Jamie Graham of Madrid was arrested for interference with official acts and speeding and transported to Boone County Jail.

September 28, 2016

  • An officer met with Emergency Management and turned over some outdated equipment.
  • An officer unlocked a vehicle for a motorist in the 700 block of E. Sixth Street.
  • An officer spoke to a subject regarding receiving a phone scam call from the IRS that stated he was facing federal charges. The officer advised the subject simply to hang up if they call back and do not give out any personal information.
  • An officer spoke to several individuals regarding damage to a lawn from a tree removal service. The officer advised the individuals on the civil issue and will put everyone in touch with one another to resolve the complaint.
  • An officer spoke to a subject regarding a previous theft in the city. The officer advised he will be in contact when any new information is known about the case.
  • An officer spoke to a subject regarding harassment made via phone. The officer advised and provided statements to the victim for further case review.

September 29, 2016

  • An officer assisted a Madrid resident with getting rid of some old medications. The officer will hold the items until the drug drop-off date in October.
  • An officer collected an insufficient check for the Market of Madrid.
  • An officer assisted a downtown business owner with a safety project.
  • An officer was dispatched to the Madrid Home for a dog running at large. The officer located the owner and returned the animal with a warning.
  • An officer spoke to several individuals regarding the IRS calling them and demanding money or they will be arrested on federal charges. The officer said the persons were attempting to scam money from them.
  • An officer took a report of a lost wallet.
  • An officer performed a welfare check on a juvenile for an outside agency. Everything checked okay.
  • An officer made contact with an individual related to a previous complaint of damage to a lawn from a utility truck. The subject agreed they would fix any damage.

September 30, 2016

  • An officer received a call of illegal burning on County Line Road. The officer spoke to the owner and found nothing but wood burning as he was cleaning up his property per an order served by the city of Madrid.
  • An officer took a complaint of another IRS scam call.
  • An officer handled a very minor accident at 917 S. Kennedy St. Cindy Babcock backed into a parked Medicom Van. Minor damage to the van was reported and none to the Babcock vehicle.
  • An officer took a report about a possible intoxicated driver. The caller’s description and the plate did not match. The officer checked the area but was unable to locate the vehicle.
  • An officer responded to S. Kennedy Avenue regarding a male walking south on Iowa Highway 17 from Dollar General. The officer located the subject and gave him a ride home.
  • An officer took a report about a woman refusing to leave a residence on Maverick Lane. The female left when she was told the police were called.

October 1, 2016

  • An officer spoke to a subject inquiring about off-duty officers being provided for a wedding event in Boone County. The officer advised the subject to notify the Boone County Sheriff’s office because the event was not inside city limits.
  • An officer was notified by several female juveniles about a subject on the bike trail who was following them. The officer made contact with the individual, who was found to be just travelling in the same direction as the children because that was where his residence was located.

October 2, 2016

  • An officer responded to the 210 block of Greene Street on the report of a parked vehicle being struck by another vehicle. The damage to the parked vehicle was minor, and the responding officer assisted in facilitating an insurance information exchange between the driver of the suspect vehicle and the owner of the parked vehicle.
  • An officer unlocked a vehicle at Edgewood Park.
  • Officers responded to Maverick Lane for several 911 hangup calls. The officers found two children unattended but were fine.
  • An officer responded to the Flat Tire bar for a male sleeping in the parking lot after hours. The male was too drunk to drive, so he decided to sleep it off before driving home. The officer made contact with his sister, who came and got him.

*A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
