Bouton man arrested for allegedly violating sex offender registry

Christopher Joseph Hidlebaugh, 27, of Bouton was arrested Friday morning on a charge of second or subsequent offense sex offender registration violation.

A Bouton man was arrested early Friday on a Dallas County warrant for allegedly violating the terms of the Iowa Sex Offender Registry.

Christopher Joseph Hidlebaugh, 27, of 16770 N Ave., Bouton, was charged with second or subsequent offense of violating sex offender registration.

According to court records, Hidlebaugh failed to register his place of residence with the Dallas County Sheriff’s office within five business days of moving and of living at multiple residences in and around Perry.

Hidlebaugh is held in the Dallas County Jail prior to his initial appearance in Dallas County District Court.

Hidlebaugh was convicted of second-degree sexual assault and assault with intent to commit sexual abuse in 2007 in Dallas County Juvenile Court. He was convicted of indecent contact with a child in 2011 in Dallas County District Court. He has four prior convictions of violation of the sex offender registry.

*A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.

  1. You mean to tell me this 27-year-old committed a juvenile crime at the age of 13 or 14, that is, 13 or 14 years ago, AND he is still paying for it via the sex offender registry? How much flesh do we want from this man!

    Questions: did he establish a residence? Was the lack of registering willful and done with intent? Was he in transit or homeless? If this was his fourth violation of this Iowa “civil” law, what were his other violations for? Something seems fishy.
