Madison Mantel Walter, 29, of 615 Park St., Des Moines, was charged with third or subsequent offense OWI, two counts of assault on persons in certain occupations and interference with official acts.
The incident began about 6:30 p.m. Saturday in the 7000 block of Dakota Street in West Des Moines, where officers of the West Des Moines Police Department responded to a report of reckless driving.
Walter allegedly “stumbled” from her 2009 Honda Civic at the Dakota Street residence, according to a witness.
The officers made contact with Walter and observed her “to have signs of impairment” and to have “a strong odor of an alcoholic beverage emitting from her person, bloodshot, watery eyes, impaired balance and excited emotions,” according to court records.
Allegedly uncooperative, Walter refused to get into the patrol vehicle at the place of arrest and refused to get out of the patrol vehicle at the place of booking. In the course of moving Walter bodily into and out of the patrol vehicle, one of the officers “sustained minor scrapes to the right hand” and “red marks to the forehead,” and the other officer “sustained minor scrapes to the right hand,” according to court records.
Walter is held in the Dallas County Jail on a $8,000 cash or surety bond. He is scheduled for a hearing Nov. 20 in Dallas County District Court.
Walter was convicted of first-offense OWI in 2014 in Polk County District Court. She was convicted of second-offense OWI in 2018 in Polk County District Court.
