Drunken Booneville man allegedly assaults, harasses deputies

Ryan Ross Haugen, 40, of Booneville was arrested Saturday on charges of public intoxication, assault on persons in certain occupations, harassment of public official or employee and interference with official acts.

A Booneville man was arrested Saturday evening after appearing drunk in public and allegedly proceeding to harass and assault law enforcement officers.

Ryan Ross Haugen, 40, of 35598 Walnut St., Booneville, was charged with public intoxication, assault on persons in certain occupations, harassment of public official or employee and interference with official acts.

The incident began about 8:15 p.m. Saturday in the 25000 block of 270th Street in Adel, where a patrolling Dallas County Deputy Sheriff made contact with Haugen, who was walking eastbound on 270th Street near Prospect Avenue.

Haugen presented with “a strong odor of alcohol” on his person and “bloodshot, watery eyes and slurred speech,” according to court records. He was arrested for public intoxication.

Once in handcuffs, Haugen allegedly “refused to walk to the patrol vehicle,” and the deputy “had to physically remove” Haugen from the back of the patrol vehicle at the Dallas County Jail, according to court records.

Haugen repeatedly “failed to comply” with directions from deputies and jail staff, and he allegedly spat directly into the face of a deputy during booking.

Haugen was held in the Dallas County Jail on a $1,000 cash or surety bond. He is scheduled for a preliminary hearing July 17 in Dallas County District Court.

Haugen was convicted of first-offense OWI in 2010 in Polk County District Court. He was convicted of reckless use of a firearm in 2013 in Polk County District Court. He was convicted of second-offense OWI and interference with official acts in 2015 in Dallas County District Court.
