Father charged with sexually abusing same girl son allegedly abused

Mark Gordon Parmenter, 56, of Elkhart and formerly of Perry was killed Tuesday afternoon when the lawn mower he was driving in the 6200 block of N.E. 126th Avenue in rural Elkhart was struck by a passing pickup truck.

An Elkhart man was arrested Friday and charged with sexually assaulting the same juvenile victim in 2010 whom his son allegedly raped in 2008 and 2010.

Mark Gordon Parmenter, 54, of 12623 N.E. 64th St., Elkhart, was arrested by the Dallas County Sheriff on a Perry Police Department warrant and charged with two counts of assault with intent to commit sexual abuse and one count of invasion of privacy.

According to complaints filed in March by the Perry Police Department, the alleged assaults occurred in June 2010 and July 2010 at 1402 30th St. in Perry.

In the June incident, Parmenter allegedly entered a bedroom “where the victim was taking a nap and untied the top of her bikini and began massaging her.” When the sleeping girl awoke, her assailant “would not allow the victim to retie her bikini” but “moved the massage down her back to her butt and inner thighs.”

In July Parmenter lured the victim to the residence and allegedly “pulled the victim down into a laying position and continuously grabbed the victim’s breasts.” He then “slid his hand down the front of the victim’s shorts, making skin-to-skin contact.”

Later that same month, Parmenter allegedly “opened the bathroom door and then pulled back the shower curtain, which exposed the victim’s naked body.”

All of the alleged crimes were “done without the victim’s consent,” according to the complaints, which were filed March 10 by the Perry Police Department.

An arrest warrant was issued March 12 by Dallas County Magistrate Andrea Flanagan. Parmenter was arrested and had an initial appearance Friday before Dallas County Magstrate Donna Mae Schauer before he was released on his own recognizance.

Parmenter was represented in court by attorney Matthew M. Boles, a partner in the Des Moines law firm of Parrish Kruidenier.

Dallas County District Court Associate Judge Virginia Cobb scheduled a pre-trial conference for Parmenter for May 25, and his jury trial is set to start Monday, July 2 at 9:30 a.m. in Dallas County District Court.

Eric Chandler Parmenter

Parmenter’s son, Eric Chandler Parmenter, 28, of Ankeny, was arrested March 16 by the Perry Police Department and charged with four counts of third-degree sexual abuse-forcible rape against the same juvenile victim.

According to court documents filed by the Perry Police Department, Eric Parmenter allegedly “committed a sex act on a female under the age or 18 without her consent” on “four separate occasions between 2008 and 2010.”

The victim of the alleged rapes reported the abuse in June 2017, and an investigation by the Perry Police Department resulted in the younger Parmenter’s arrest in March and the elder Parmenter’s arrest Friday.

Eric Parmenter was represented in court by Christopher Ross Kemp, a partner in the Des Moines law firm of Kemp and Sease. His arraignment is scheduled for Friday, May 11 at 9 a.m. in Dallas County District Court.
