DES MOINES, Iowa — Iowa Gov. Kim Reynolds announced tighter virus-mitigation rules in a Monday evening televised speech.
All people 2 years old and older must now wear a face covering when in an indoor space that is open to the public, the governor proclaimed. The mask order applies when people are within six feet of others for 15 minutes or more and are not members of the same household.
Exceptions to the mask order include people dining at restaurants or drinking at bars, people with medical disabilities that make mask wearing risky and people at religious services.
Reynolds also announced new limitations on social gatherings. Indoor social, community, business and leisure gatherings or events are now limited to 15 people, and outdoor gatherings are limited to 30. These limitations apply to wedding and funeral receptions, family gatherings and conventions.
The limitations do not restrict gatherings that occur in the workplace as part of normal daily business or government operations.
Reynolds also limited the operating hours of bars and restaurants to 6 a.m.-10 p.m., with carryout and drive-through service permitted before and after hours. Private gatherings of more than 15 people are prohibited. Masks must be worn by wait staff who have direct contact with customers, and customers must wear masks when they are not seated at table.
The governor’s order bars certain activities outright. All organized youth and adult sports activities of any size are suspended with the exception of high school, collegiate and professional sports. The suspension includes basketball, wrestling, gymnastics, swimming and dance.
Spectators at high school games or events are limited to two per student, and spectators are required to wear a mask.
In order to reduce the pressure on hospital resources, all inpatient elective procedures are reduced by 50%.
The governor’s new rules took effect Tuesday, Nov. 17 at 12:01 a.m. and will remain in effect until Thursday, Dec. 10 at 11:59 p.m. Reynolds said the new mitigation measures will be reassessed after one week, and additional measures could be added based on the state of hospital capacity.
“No one wants to do this,” Reynolds said. “I don’t want to do this, especially as we’re coming into a holiday season that is normally filled with joy. I cherish Thanksgiving with my family, and this year we’re postponing that. My children and grandchildren will not gather together in my home, as we do every year and as I hoped they would this year. But it’s to keep them safe. It’s to keep you safe.”
The governor encouraged all Iowans to respect and comply with the rules in order to keep schools and businesses open and hospitals capable of caring for Iowans’ medical needs.
“I’m asking you tonight to work with me,” Reynolds said. “To think of your family, your friends and all of your fellow Iowans. Think of the healthcare heroes who have been taking care of us since the beginning of this pandemic. I know that it’s been a long eight months. But there is a light at the end of this tunnel. I’m hopeful, as we all are, that a vaccine will be here soon. But until then, it’s important to step up and slow the spread to make sure that Iowans stay safe, to make sure that our hospitals can treat everyone who needs care.”
