Grimes woman arrested for allegedly harassing Perry family

Jessica Colleen Hallinan, 41, of Grimes was arrested Monday on a charge of third-degree harassment.

A Grimes woman was arrested on a Dallas County warrant Monday in connection with a June incident in which she allegedly harassed a Perry family

Jessica Colleen Hallinan, 41, of 2006 S.E. 24th St., Grimes, was charged with third-degree harassment.

According to court records, Hallinan was “continuing to park across the street from” a residence in the 1500 block of 18th Street in Perry and had also “driven by the residence” on multiple occasions “despite not residing or working near the area.”

Hallinan was “asked to cease contact with” the family, but she allegedly “made contact” with the family “when advised not to,” which “invoked fear within the family of retaliation,” according to court records. and continues to drive near the residence

A warrant for Hallinan’s arrested was ordered June 7 in Dallas County District Court and served Monday. Hallinan was held in the Dallas County Jail on a $1,000 cash or surety bond. She is scheduled for a pretrial conference Sept. 13 in Dallas County District Court.
