In an effort to inform voters in the Perry Community School District, ThePerryNews.com asked five questions of the candidates on Aug. 14. Here are the questions followed by the candidates’ replies. The candidates are listed alphabetically by last name.
ThePerryNews.com: Thank you for standing for a seat on the Perry Community School District (PCSD) Board of Directors, and thank you as well for agreeing to help district voters in their choices by completing this brief questionnaire for ThePerryNews.com.
Please include with your answers to the following questions a brief resumé of your life and work, including your place of birth and place(s) of education, work history, community involvement, personal hobbies and interest, and anything else you wish to include that you feel will give voters a notion of you as a person.
Having finished that task, please answer the following questions in as much or as little detail as you wish:
1. Why are you running for the school board? (For candidates seeking reelection, why are you running again?)
2. What are your qualifications, general and/or particular, for this post?
3. Broadly, what do you see as the most significant challenges faced by modern public schools in the U.S. and in Iowa and, more narrowly, what particular challenges do you see as most immediately faced by the PCSD?
4. In analyzing a competitive environment, a business often considers the strengths and weaknesses of its own internal organization and the opportunities and threats it faces from the external environment. Applying this same method to the PCSD, what do you see as the district’s greatest strengths and its greatest weakness? What do you see as the most significant opportunities and threats faced by the PCSD? Please feel free to address either the long term or the short term or both.
5. Of all modern business school buzz words heard today, none is more common than the word leadership, and a leader, we are told, should always have a vision. What is your vision for the PCSD and for yourself as one of its directors?

Kenia Alarcon: I’m Kenia L. Alarcon, born in Mexico City. At the age of 5 my family and I moved to the state of Washington. In 1994 we moved to Woodward, Iowa, where we lived only a few months. In July of 1994 we moved to Perry and have now been here the last 21 years. I am Perry High School graduate, class of 2000. I attended DMACC for one year and then transferred to Clarke University, formerly known as Clarke College, located in Dubuque, Iowa. I graduated from Clarke College in 2004 with a bachelor’s degree in philosophy and a minor in accounting. After college I moved back home, where I worked at Wells Fargo Bank in Perry for six years and then made a change and became the branch manager for the Family Credit Union in Perry, where I currently work.
As far as family goes, I have an 11-year-old son named Carlos. I have two sisters and one brother who live and work in Perry.
Being part of the community is very important to me and for that reason I try to be involved in numerous things. For many years of I’ve been part of HUP (Hispanics United for Perry). I’ve helped with cooking classes in the spring, the Latino Festival in the summer/fall and then helped with Las Posadas at Christmas time. I currently serve on the Perry Housing Inc. board as well as the Perry school board. Something new I will be doing this year will be teaching an evening ESL class at DMACC.
1. Being on the school board the last four years has been an amazing experience. It has been a challenge at times but overall has been great. I’ve always thought education is very important especially since I come from a family where both of my parents did not have the opportunity to attend college. I was lucky enough to have great parents who supported me and my education. I have an 11-year-old son who attends our school district and for that reason I want to support and do everything I can to make our schools successful. Also, with our Latino population increasing, I feel I can bring many personal experiences and ideas to the table.
2. I’m a Perry High School graduate. I am the parent of child in the district. I believe education is important and, most of all, I want what is best for our kids.
3. When it comes to education there are many challenges. Money is always an issue and at times it’s something we can’t control. Getting all of the kids to become proficient in both math and reading has been a major goal for the district, but it can be challenge. Over the last few years we’ve seen some progress, and I truly believe the district is headed in the right direction.
4. Our biggest strength is the PCSD staff. They are the ones working day in and day out with our kids. They are the ones integrating newer and better ways of learning. Any time I have spoken to a teacher or administrator, they are always exited to share what they are working on. I truly believe they care about our kids, and as a parent that is always important.
5. As a parent and a strong supporter in education, I want to see all of our kids succeed, and as a director, my job will be to listen, to ask questions and to do what is in the best interest of all children not just my own. Our community is such a diverse community and as such there are many needs that need to be met.

En 1994 nos movimos a Woodward, Iowa donde vivimos sólo unos meses. En Julio de 1994 nos movimos a Perry y hemos estado ahora aquí por 21 años. Soy graduante de Perry High School, la clase de 2000. Asistí a DMACC durante 1 año y luego me trasladé a la Universidad de Clarke antes conocida como el Colegio de Clarke localizado en Iowa Dubuque. Me gradué del Colegio de Clarke en 2004 con un grado de Solteros en la filosofía y un menor en la contabilidad. Linda Andorf: My name is Linda Andorf and I have lived in Perry for 38 years. My husband, John, and I have been married for 38 years and have three children who have attended and graduated from Perry schools. We have one grandson in the Perry schools. My husband and I have been retired for five years. I am a past member of the Perry Booster Club Board. I am a member and current treasurer of the Dallas County Area Retired School Personnel. I am the current President of the Perry Piecemakers Quilt Guild and a volunteer at the Carnegie Library. I am a receptionist at Showtime Studio. My husband and I work on Toys for Tots in conjunction with New Opportunities. I enjoy being with family, reading, and quilting.
1. In the past couple of years I have been approached by people within the community to run for school board. I was enjoying work as a substitute teacher at the HS, so the timing was not right. I currently have one year left on my teaching license. While I very much enjoy being in the classroom, I have decided that I will not renew my license when the time comes. Serving on the Perry School Board would allow me to continue my love of education within a different context. Education is important and our future lies in investing in our children.
2. Everyone comes to the School Board with a different set of skills and experiences. I come to the table with 41 years of education experience in both traditional and non-traditional educational settings. I have a BA in social studies and an MA in special education. I worked 14 years at WSHS (now Woodward Resource Center) in a variety of educational environments. I worked 14 years in the Ames School District (one year MS and 13 years HS) in a Level Three classroom for students with very significant needs. I worked eight years at Perry High School in the Special Education department. In the past five years, I have subbed in most of the HS classes.
Education is not a “One Plan Fits All” proposition. Each student comes to school with individual needs and at different places on the educational spectrum. All students can and will learn but will do so at different rates, speeds and with different strategies. The content for some students may look different than what is provided for other students, and this difference can and should be at both ends of the educational spectrum.
3. One of the challenges of modern public education is students having a disconnect between themselves, education and the classroom. Non-engagement does not promote learning. Many students see technology and the internet as the answer to all their needs. We need to provide an appropriate balance between traditional teaching and technology. We need to recognize when it is appropriate to “Google” the answer to questions and when we should be able to retrieve information from our memory. Reading, writing and spelling are important, as well as being able to interpret information in a person’s own words.
Another challenge to public education is the vast amount of information in today’s world and determining what is important for our students to know upon completion of high school. We must be preparing our students to be critical and independent thinkers who can be successful whether they go on to higher education or the world of work. This requires education to take on teaching depth and breadth of topics rather than scratching the surface.
I believe that PCSD does a great job with students with high or significant needs. We have many resources in place for them but could always use more. Those students at the middle and upper levels need to be provided resources which will extend and enhance their learning. We need to meet the needs of all learners.
4. I believe that PCSD’s greatest strength lies in our diversity and our ability to provide for those students with the greatest significant need. The elementary is focusing on individual students and positive behavior. The MS provides educational development for the staff so they can provide the most up-to-date education for their students. The HS provides for the students with significant needs.
I believe our greatest weakness is our inability to get all students to focus on their education, as evidenced by a failure to connect and complete their schoolwork in an accurate and timely manner. Society, technology, economics and parenting skills have changed. There may not be resources at home to assist with homework completion. Activities, social media and commitments outside of the school building compete with the time needed for homework. Our students are our future and we must invest in their education. A solid education will help to assure a brighter future.
I believe we have excellent teachers in our district who work countless hours to provide an education for our diverse population. I see DMACC as one of our best resources and opportunities for students. The Post-Secondary Act allows students to take college level course while in HS. This allows students to extend their knowledge, to take courses which could not be provided in HS and to allow students to get a “feel” for what college is like.
I believe our most significant threat to education as a whole is parent/school/community apathy. Many believe that it is the responsibility of someone or something else to provide for our children’s future. When an issue presents itself, people should speak up and speak directly rather than hiding behind social media. Everyone should be a part of the solution and not part of the problem. Negative comments do not create change. Working together, we can make a difference.
5. The vision for the PCSD is to provide quality education which will develop knowledgeable, skilled, and productive citizens of character. As a school board director, that vision will continue to be valid. As an individual, a school board director cannot expect to make an impact or change. As a member of the team, the team, together with the larger community, can do great things.
Linda Andorf: Me llamo Linda Andorf y yo he vivido en Perry durante 38 años. Mi marido, John, y yo hemos estado casado durante 38 años y tengo tres niños que hemos asistido y se han graduado de escuelas de Perry. Tenemos a un nieto en las escuelas de Perry. La porción en el Bordo de Escuela de Perry permitiría que yo siguiera mi amor de la educación dentro de un contexto diferente. 2. Cada uno viene al Bordo Escolar con un juego diferente de habilidades y experiencias. Veo DMACC como uno de nuestros mejores recursos y oportunidades de estudiantes. El Acto Postsecundario permite que estudiantes tomen el curso de nivel de colegio mientras en HS. Este permite que estudiantes amplíen su conocimiento, tomen cursos que no podían ser proporcionados en HS y permitir que estudiantes consiguieran “una sensación” para lo que el colegio es.
Creo que nuestra amenaza más significativa para la educación en conjunto es la apatía de padre/escuela/comunidad. Susan Brelsford : I was born in Guthrie Center, Iowa and have been a Perry resident for many years. My husband Mike and I have three sons: Brodie and his wife Lindsey, Colby and his wife Katelyn and Torry, a junior at Colorado State University. All three sons are proud graduates of Perry High School. I’ve been a Sales Representative for the Gillette Company. Our family has Brelsford Family Farms and CleanWorks Autowash in Perry.
I’ve volunteered on many school committees through the years.
The activities my sons were involved in is where I loved to volunteer and help.
Currently, I am President of the Dallas County Foundation and a Director for the Perry Community School Foundation.
1) I have a deep pride and respect for the Perry Schools. We have such dedicated and talented teachers, administration, coaches, support staff, and everyone involved in the Perry school system working hard to provide the very best for our kids. I want to support all their efforts and as a member of the school board help to provide an excellent education for all students in the Perry School District.
2) Ever since my son’s started school, I have been involved in Perry Schools. Serving on various committees along with other parents to help with planning projects, being on Booster Club, doing team unity, whatever the need might be. My job with a Fortune 500 company has given me training in many key areas of business. Working as a team to develop strategies is similar to working as a school board to develop business plans, set goals and make strategic plans for the future.
As a business owner in Perry, we love being involved in school activities and offering support to the students and school programs. It’s important to be an ambassador and to promote our town and school.
3) As a candidate for school board, understanding any challenges that the current board is facing would be the something I would want to learn and work with other board members to help find solutions for.
4) Perry has so many great strengths. Our teachers, students, Administrators, coaches, the school board, so many caring educators and people giving so much of themselves to our children.
Our traditions, many generations of families have attended Perry Schools and continue to do so.
The pride in being a Bluejay and a Jayette, all of our extracurricular programs, music, the arts, and all the great school organizations and groups. The wonderful facilities such as our Athletic Complex and the Perry Performing Arts Center. We are building on the future for our students.
Our Perry community, we have a great town and an excellent school in the heart of it.
5) I believe the school board works together as a team in establishing a vision for the Perry Community School District. What each person brings to the board, makes that vision even stronger. Working to make Perry schools the best offering students all the tools for a successful future.

Corey Eastman: I was born and raised here in Perry, attended Perry Community Schools and was a member of the Class of 1996. My wife Natalie and I have two daughters, Adriana, a freshman at Perry High School, and Bryce, a sixth grader at Perry Middle School. Professionally I spent 11 years working in the Dallas County Auditor’s Office handling real estate for taxation, filing budgets (County, City, and School) to compile tax rates, and calculating Tax Increment Financing debt balances. I am currently the Perry City Clerk and have held this position for five years. I am the Co-Founder of the E.D.G.E. Youth Group that is now in its 10th year serving the youth in the Perry area. I am very involved with my family’s activities including church related programs, coaching, and various other activities that interest the family. I enjoy spending time at my daughters’ events/programs and watching them grow into young ladies.
1. I am running for the school board because I am a parent of two students in the district and I value their education and that of other students in the district. I would like to see the district provide a complete, positive school experience for every student that is safe, secure and academically successful. I believe that students learn best when they are engaged, valued for their uniqueness, have the opportunity to socialize and have a community that will collaborate with them for success. I am dedicated to the students in this district and their futures that they build the foundation for here in the Perry Community School District.
2. With more than 16 years working with governmental entity budgets, I believe that I have the attention to detail when it comes to being able to decipher between “wants” and “needs” that directly affect the overall budget. With my previous management experience, I possess the ability and desire to listen to all staff within the district and process their input to make the best decision for the district. My work with the E.D.G.E. youth group has sharpened my inclination to ensure every student has the opportunity to succeed academically.
3. At all levels of education across the nation our schools are always battling the need for more funds. I can’t say that we under value the importance of a quality education, however the need for teachers grows every year and the cost to keep teachers of good caliber continues getting harder when budgets are slashed to the bare bones and resources for funding keep drying up.
Public schools across the State of Iowa face the same obstacles that are dealt with nationwide especially when it comes to funding. Every district in the state has to be a little confused at the Governor’s veto that took additional funding from the districts. Sure it would have been a one-time payment, but that could have reduced the cost of new curriculum or supplies.
The PCSD not only faces the shrinking budget but also faces multiple issues that if not handled correctly will dictate the future of this district. To help narrow down the list of challenges before the district, we have to identify the “real” problems from the “perceived” problems. To accurately assess the condition of the district, we have to start with being honest about every issue. I am positive that we are not the only district in the state that has communication break-downs, low income families, or handles multicultural matters. It’s how we have handled these unresolved issues in the past that has put the district in its current state.
4. Strengths- Diversity is an overlooked strength for this district. Instead of using it as a crutch it needs to be embraced and used as an advantage that other districts do not have. Perry and the surrounding areas within the school district, is comprised of “blue collar” hard working individuals that have the same goal- give their children more than they had themselves growing up. That desire alone should be enough to get the community engaged to fully support this school district.
Weakness- The PCSD currently suffers from low teacher/staff morale. The expectations that are set for both the faculty and the students may be not obtainable in the route that is being taken to achieve the set goals. Based on academic needs, there may have to be adjustments in staffing or additional staffing in areas needed and/or continuous training to help with consistent student achievement. Mixed with the possible loss of additional revenue and/or students to other school districts, it’s going to be challenging to solve this conundrum. We have to show that the school district is staffed with dedicated, educated, passionate, committed teachers and administration.
Opportunity- Technology plays a big part in how we communicate, complete tasks, and how we will operate in the future. The PCSD has taken steps in advancing students with the use of laptops/tablets with everyday tasks. This is a key element when looking to the future and what advances technology will bring to everyone.
The services that DMACC offers at the VanKirk Career Academy is priceless. What this district can offer to our students through DMACC has the possibility to jumpstart a career or prepare students for their next academic adventure.
Threats- Negativity is all you hear about the PCSD. No matter what the origin of the topic, all you hear are the negatives. There is a stigma that surrounds the district that is going to be hard to break. We also have a complacency that “status quo” is good enough, and that change is not necessary. The district is also facing the challenge of living within financial means and meeting taxpayer expectations.
5. My vision for the PCSD is to create a positive school experience for every student that will also nurture academic success. The district needs to get the parents engaged at every level to reduce the negativity that incites social media. As a Perry Community School District Board Director I would encourage Administration, Certified Staff, Support Staff, Parents, and Students to communicate effectively. I want to hear the positives and negatives to any proposal prior to a vote by the school board to ensure I am making the best decision for district. The PCSD has the ability to overcome the stigma that has been placed on us, but only if we work together. I decided to run for school board because I feel passionate about my daughters’ education as well as those of other children in the district. I want to see an emphasis put back to the students and faculty to ensure needed resources don’t get ignored. A good leader has to be a good listener, communicate effectively, uphold accountability, be consistent, and is engaged with the purpose. I believe that I possess these qualities and wish to work with others equally committed to the Perry Community School District.

Soy positivo que no somos el único distrito en el estado que tiene averías de comunicación, familias de bajo ingreso, o maneja asuntos multiculturales. Es como hemos manejado estas cuestiones no resueltas en el pasado que ha puesto el distrito en su estado corriente.
4. Fuerzas – la Diversidad es una fuerza pasada por alto para este distrito. En vez de usarlo como una muleta tiene que ser abrazado y usado como una ventaja que otros distritos no tienen. Perry y las áreas circundantes dentro del distrito escolar, consiste “cuello azul” individuos con fuerza trabajadores que tienen el mismo objetivo – dan a sus niños más que ellos tenían crecer. Aquel deseo solo debería ser bastante para contratar la comunidad para apoyar totalmente este distrito escolar.
Debilidad – el PCSD actualmente sufre de la moral de profesor/personal baja. Las expectativas que son puestas tanto para la facultad como para los estudiantes no pueden ser asequibles en la ruta que está siendo tomada para conseguir los objetivos de juego. Basado en necesidades académicas, debería haber ajustes en proveer personal o proveer personal adicional en áreas necesarias y/o entrenamiento continuo para ayudar con el logro del éxito de estudiantes. Mezclado con la pérdida posible de ingresos adicionales y/o estudiantes a otros distritos escolares, esto va a ser desafiante para solucionar este enigma. Tenemos que mostrar que el distrito escolar es proveído de dedicado, educado, profesores apasionados, comprometidos y administración.
Oportunidad – la Tecnología juega una parte grande en como comunicamos, completamos tareas, y como funcionaremos en lo venidero. El PCSD ha tomado medidas en estudiantes progresivos con el uso de ordenadores portátiles/pastillas con tareas diarias. Este es un elemento clave mirando al futuro y lo que la tecnología de avances traerá a cada uno.
Los servicios que DMACC ofrece en la Academia de Carreras VanKirk no tienen precio. Lo que este distrito puede ofrecer a nuestros estudiantes por DMACC tiene la posibilidad a empezar una carrera o preparar a estudiantes para su siguiente aventura académica.
Amenazas – la Reacción negativa es todo que usted oye sobre el PCSD. Pase lo que pase el origen del tema, todo que usted oye es las negativas. Hay un estigma que rodea el distrito que va a ser difícil de romperse. También tenemos una complacencia que “el status quo” está bastante bien, y aquel cambio no es necesario. El distrito también afronta el desafío de vida dentro de medios financieros y reunión de expectativas de contribuyente.
5. Mi visión para el PCSD debe crear una experiencia escolar positiva para cada estudiante que también nutrirá el éxito académico. El distrito tiene que contratar a los padres en cada nivel para reducir la reacción negativa que incita medios sociales. Como un Director de Bordo de Distrito de Escuela de la Comunidad de Perry, yo animaría Administración, Personal Certificado, Empleados de Apoyo, Padres, y Estudiantes para comunicarme con eficacia. Quiero oír los aspectos positivos y negativas a cualquier oferta antes de un voto por el bordo escolar para asegurar que tomo la mejor decisión para el distrito. I am running for a school board position again solely on the fact I want to continue to see the growth and improvement of our kids. We have an excellent bunch of kids in our district and we need to make sure they all are given the tools to be successful in school and in life. Our teachers and administrators are laying a good foundation and I just want to make sure this continues. Our kids and teachers deserve this.
Some of the challenges we face as a district is getting our state funding on time. This has been a challenge since I have been on the board and in years past. We must continue to put the pressure on our governor to get this number to us on time year after year. Another challenge we have is our diversity. This is a great challenge to have, but it puts a lot of pressure on our teachers. One that they have all accepted and our test scores are showing it. We are improving each year.
Some of our greatest strengths are the people that work in this district. We have some of the most dedicated people out there. It has been a real pleasure to work with them the last four years and hopefully I can continue to work with them for four more. Some other strengths are the fact that we are financially strong, not all districts can say that. We try and give staff what they need if we can do it without hurting us financially.
What I would like to see Perry Schools continue to do, is to provide a safe environment for all students to come to so they can learn, grow and have fun during their time in school. I feel we have put a lot of good things in place for this to happen and look forward to seeing it happen.

1. I firmly believe that people should support their community. I recently made the decision to run for a seat on the Perry School Board because I felt this was an area where I could make a give something back to the community. As a longtime educator, member and President of several statewide board, and parent, I feel that I have some unique experiences and qualifications that would help make me an effective school board member.
2. I am a museum curator who has over twenty years’ experience working with school age groups in Illinois and Dallas County. Over the years I developed effective ways of reaching out to these students and explaining some difficult concepts to them. Working constructively with teachers and other educators has been a major part of this effort. I am well aware of the many challenges confronting teachers, parents and administrators in our fast paced world.
3. Today’s public schools face many difficult challenges. Funding levels, standardized testing pressures, lack of parental and public support, disciplinary issues, and reaching a very diverse student body are just some of the most visible ones. All of these issues are faced by the Perry Public School. Staff turnover and discipline problems are two of the most pressing ones for our district.
4. The Perry Community School District has several great strengths right now. Several great fine arts, after school, sports and vocational programs can be found here. On the other hand, the huge staff turnover and discipline problems at the elementary school pose a serious long-term risk for our district. These issues must be addressed.
5. I want the Perry School District to become a “Destination to Work” where teachers, administrators and support staff will want to work for fifteen or twenty years at a time. I envision our great cultural diversity here becoming a great strength and recruitment draw. A district where a supportive administration and school board create a nurturing environment that rewards innovation and hard work. This vision will become a reality if administrators and board members will work together to create it. All of us in the community need to work together for the future. After all, children are our future.
