Stopped for speeding Friday morning on U.S. Interstate 80 in Dallas County, three Minnesotans were allegedly found to be in possession of a significant quantity of marijuana and THC-related items.

Allen DeWayne Finch, 55, of 1408 Second St. N.E., Buffalo, Minnesota, was charged with controlled substance violation, failure to affix drug stamp and keeping premises or vehicle for controlled substance violation.

The incident began about 9:30 a.m. Friday near the 110 mile marker of eastbound U.S. Interstate 80, where an Iowa State Patrol Trooper initiated a traffic stop on a 2010 Ram 1500 after the trooper allegedly observed the vehicle speeding.

In the course of the traffic stop, the trooper “gained reasonable articulable suspicion” of criminal activity and summoned a K9 “to come to the scene to perform a free air sniff of the suspect vehicle,” according to court records.

Receiving a positive indication from the animal, the trooper conducted a probable-cause search of the vehicle. The search disclosed “two duffle bags and two coolers loaded with raw marijuana, THC wax, THC vape cartridges and THC gummies from marijuana dispensaries in the Denver, Colorado area,” according to court records.

Finch was held in the Dallas County Jail on a $12,000 cash or surety bond prior to his initial appearance in Dallas County District Court.

Meegan was held in the Dallas County Jail on a $12,000 cash or surety bond prior to her initial appearance in Dallas County District Court.

Hamlin was held in the Dallas County Jail on a $12,000 cash or surety bond prior to his initial appearance in Dallas County District Court.
