Perry man allegedly assaults motorist for how he parked

A Perry man was arrested early Sunday outside a Perry convenience store after he allegedly became irate when a motorist parked a vehicle.

Scotty Lee Hays, 30, of 1710 Third St., Perry, was charged with assault and fourth-degree criminal mischief.

The incident began about 12:30 a.m. Sunday at the Circle K gas station on Iowa Highway 141, where officers of the Perry Police Department responded to a report of “a male trying to pull another male out of a car,” according to court records.

The victim told the officers that Hays “became upset at him for parking in front of the store” and when the victim got out of his vehicle, Hays allegedly “grabbed his leg and kept asking him if he wanted to fight,” according to court records.

Hays then allegedly “punched” the victim’s “driver-side mirror, kicked his door and then he kicked his front bumper as he attempted to drive away,” causing an estimated $500 damage to the 2010 Chevrolet Camaro SS, according to court records.

The victim told the officers that “he was in fear of physical harm.”

Hays was issued a summons to appear for a hearing April 12 in Dallas County District Court.

Hays was convicted of domestic abuse assault in 2018 in Dallas County District Court. He was convicted of assault on persons in certain occupations in 2019 in Dallas County District Court.

*A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
