The incident began about 2 p.m. Monday in the 1800 block of W. Fourth Street, where officers of the Perry Police Department responded to a report of a domestic disturbance.

The female victim told the officers that Rugazuga allegedly began “acting strangely and damaging the victim’s things by wetting them” during the course of an argument, according to court records.

Rugazuga allegedly “took a power strip and struck the victim across the left arm with the cord of the strip, leaving a visible welt,” according to court records.

Rugazuga is held in the Dallas County Jail on a $1,000 cash or surety bond. He is scheduled for a preliminary hearing July 23 in Dallas County District Court.
