Monday’s Perry City Council meeting saw a transition in leadership, with a new mayor and council members were sworn in, and some end-of-the-year housekeeping business done.

Chairing his final council meeting was outgoing Perry Mayor Jay Pattee, who was feted by well wishers at a retirement reception prior to the council meeting. Pattee reviewed the major accomplishments he has seen during his time in city government, serving as mayor since 2010 and on the city council from 2002 to 2009.

Pattee was appointed to the council by Perry Mayor Alan Shirley, following the resignation of a council member, and he was first elected to the council in 2004. Shirley’s death in August 2004 was the first of several changes in the city’s leadership and administration. Viivi Shirley succeeded her husband as mayor from 2004 to 2008, when Pattee was elected as mayor.

Pattee said he was particularly pleased the local option sales tax (LOST) was recently approved because he leaves the city in good stead financially at a time when tight budgets at the state capitol make the legislature’s commitments to local government shaky.

De Soto businessman Robert Greenway told the council during the open forum that Perry is projected to receive about $1.6 million in revenues from the LOST if the measure is approved in Polk County in March as it was in dallas County in December.

Incoming Perry Mayor John Andorf said he has seen how widely respected Pattee is among Iowa’s mayors at meetings of the Metro Alliance Council, the Mid-Iowa Association of Local Governments and the Dallas County mayors meetings of the Greater Dallas County Development Alliance.

The standing-room-only council chamber erupted in applause for Pattee, a tribute to his progressive influence on the city’s development.

Perry City Clerk Paula Rychnovsky then administered the oath of office to incoming Mayor John Andorf, at-large Perry City Council member Vicki Klein and second-ward Perry City Council member Dr. Randy McCaulley.
