Victim says alleged rapist — a family friend — abused trust

The trial of Eric Chandler Parmenter, 29, of Ankeny and formerly of Perry began Monday on four counts of third-degree sexual abuse-forcible rape. The judge dismissed two of the counts on a motion by the Dallas County Attorney's office.

The victim of four alleged rapes by a former Perry man who was arrested and charged with the crimes Friday has described her experience in a message to ThePerryNews.com.

Eric Chandler Parmenter, 28, of Ankeny was charged with four counts of third-degree sexual abuse-forcible rape of a female under the age or 18 without her consent.

According to complaints filed by the Perry Police Department with the Dallas County District Court, Parmenter allegedly committed the first two rapes in September 2008 and the third and fourth attacks in the summer of 2010.

The complaint alleges in the first rape, Parmenter told the victim her father sent him to take her home, but Parmenter instead took the victim to another location and sexually abused her. He allegedly used a similar ruse the next day to rape her again.

“He was a family friend,” the victim told ThePerryNews.com. “I would like to give a victim-impact statement regardless of if he is convicted or not. I want him to know how his actions have deeply impacted me in the most negative way, and I want him to remember my words since I mean every one.”

Almost two years later, Parmenter asked the victim to speak with him privately. When she arrived, she was again forcibly raped, according to the complaint. Several weeks later, Parmenter texted the victim and claimed he was going to kill himself. When the victim attempted to intervene, she was raped a fourth time, the complaint alleges.

The woman reported the abuse to law enforcement in June 2017, and an investigation by the Perry Police Department resulted in Parmenter’s arrest March 16.

Parmenter was booked into the Dallas County Jail about 7:30 p.m. Friday and released the next day by Dallas County Magistrate Andrea Flanagan after posting $10,000 bond.

A preliminary hearing is scheduled for March 27 in Dallas County District Court.
