Headman Bihando, 31, of 3201 Woodland Ave., West Des Moines, was charged with third-degree criminal mischief.

the incident occurred Nov. 14 about 7:15 a.m. in the 2500 block of Perry Park Avenue, where officers of the Perry Police Department responded to a report of someone “throwing garbage around the parking lot,” according to court records.

The officers made contact with the victim, who said that Bihando “had been staying with him for about two weeks,” and on that morning Bihando allegedly “took some trash outside, and then he began dumping the trash on the victim’s” 2010 Ford Econoline van, according to court records.

After trashing the van, Bihando allegedly “began to hit van’s front windshield, with an object, shattering the entire window,” according to court records. He then allegedly damaged the windshield of a 2012 Nissan Titan that was parked next to the van.

A witness confirmed the victim’s account, according to court records.

Damages were estimated at $1,000.

When Bihando failed to appear for an initial appearance Dec. 17 in Dallas County District Court, an arrest warrant was ordered and served Jan. 12. Bihando is held in the Dallas County Jail on a $2,000 cash or surety bond. He is scheduled for a preliminary hearing Jan. 21 in Dallas County District Court.

*A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
