Windsor Heights man charged with rolling domestic assault

Brian McKinley Foster, 20, of Windsor Heights was arrested Monday on charges of second-offense domestic abuse assault and obstruction of emergency communications.

A Windsor Heights man was arrested Monday on a Dallas County warrant for allegedly assaulting a female Thursday while traveling on U.S. Interstate 80.

Brian McKinley Foster, 20, of 1920 28th St., Windsor Heights, was charged with second-offense domestic abuse assault and obstruction of emergency communications.

The alleged assault occurred Feb. 25 about 5:15 p.m. in a vehicle at the 110 mile marker on an off ramp of U.S. Interstate 80 near De Soto.

According to court records, Foster struck the victim “on or about the face repeatedly, causing significant bruising, swelling on the left side of her face and did draw blood from her nose and mouth.”

The victim also said that Foster “did break her cellular phone, resulting in her being unable to call her family,” according to court records.

A warrant for Foster’s arrest was issued Feb. 26 and served March 1.

Foster is held in the Dallas County Jail on a $2,000 cash or surety bond. He is scheduled for a preliminary hearing March 12 in Dallas County District Court.

Foster was convicted of assault in 2019 in Polk County District Court. He was convicted of two counts of assault and assault on persons in certain occupations in 2020 in Polk County District Court. He was arrested on charges of first-offense domestic abuse assault and interference with official acts in November 2020. The case is pending in Polk County District Court.
