A Jamaica man was arrested Wednesday on a charge of stalking as a result of a Guthrie County Sheriff’s office investigation into “a potential ongoing sexual relationship” between the man and a 14-year-old female.

Fredrick Milo Williams, 55, of 3308 140th St., Jamaica, was charged with stalking-person under 18 years of age.

According to court records, the teenage victim and her sister were in the Jamaica City Park on the evening of June 15, when Williams allegedly “came to the park and sat at a picnic table with them.”

The victim’s mother told a Guthrie County Deputy Sheriff that “she went to intervene,” but Williams “would not leave the park until patrons from the bar at Tojo’s came outside and told” Williams “to leave.”

According to court records, the victim was in the city park again on the afternoon of June 17 and when she left the park, Williams allegedly “followed her in his truck two blocks until she went to a family friend’s residence.”

The victim said Williams “turned around at the intersection” and “then sat in the street outside the residence” until the family friends “came outside and confronted” Williams “and told him to leave.”

A Guthrie County Deputy Sheriff made contact with Williams, who claimed the victim’s mother “never told him to leave the park” on June 15 and said “only the bar owner came outside, but it was in reference to a unrelated incident, and it was just a misunderstanding,” according to court records.

Williams told the deputy that “he got a phone call from an unknown number” on June 16, and he “believed it came from” the victim “and assumed she was in trouble or needed to talk.” When he saw the victim leaving the park on June 17, “he followed her, because he thought she wanted to talk,” Williams told the deputy.

Williams was held in the Guthrie County Jail prior to posting a $5,000 cash or surety bond. He is scheduled for a preliminary hearing July 2 in Guthrie County District Court.

Guthrie County Magistrate Mary Ellen Perkins issued a no-contact order June 18, prohibiting Williams from contacting the victim and her family.

The Guthrie County Attorney’s office filed a motion June 18, requesting the conditions of Williams’ pretrial release should include electronic monitoring, mental-health and substance-abuse evaluations and a prohibition on contacting the victim, her family or anyone she lives with. A hearing on the motion is scheduled for June 25.
