Waukee man allegedly assaults Waukee woman while drunk

Otis Garvin Foulks III, 36, of Waukee was arrested Monday on charges of first-offense domestic abuse assault, obstruction of emergency communications, two counts of child endangerment and public intoxication.

A Waukee man was arrested Monday on a Dallas County warrant in connection with an April incident in which he allegedly assaulted a Waukee woman in the home.

Otis Garvin Foulks III, 36, of 95 Gracewood Dr., Waukee, was charged with first-offense domestic abuse assault, obstruction of emergency communications, two counts of child endangerment and public intoxication.

The incident began abut 11:30 p.m. on April 8 in a resident on Gracewood Drive, where officers of the Waukee Police Department responded to a report of a domestic disturbance.

The officer made contact with the victim, who told the officers that Foulks allegedly “grabbed, pushed and spit in her face during a heated argument,” according to court records.

The victim told the officers that Foulks “actively obstructed her” calling 911, according to court records.

The alleged actions were allegedly observed “by one of their children while the other child was asleep up stairs,” according to court records.

The officers made contact with Foulks, whom the “found to be heavily intoxicated and walking along the sidewalk in the area of the residence,” according to court records.

A warrant for Foulks’ arrest was ordered April 10 in Dallas County District Court and served May 6. Foulks is held in the Dallas County Jail on a $4,000 cash or surety bond. He is scheduled for a preliminary hearing May 13 in Dallas County District Court.

Foulks was convicted of public intoxication in 2010 in Story County District Court.

*A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
