Perry man charged with drunk driving, prostitution

A Perry man was arrested Sunday for third-offense OWI less than one month since his conviction for second-offense OWI, with an allegation of prostitution added.

Rudolph Zachary Zagar, 39, of 2524 McKinley St., Perry, was arrested on charges of OWI, prostitution-purchase services, interference with official acts, driving while revoked and probation violation.

The incident began about 11:45 p.m. Sunday in the 1300 block of 141st Street, where officers of the Perry Police Department responded to a report of a possibly intoxicated man in the drive-through lane of a restaurant.

The officers made contact with Zagar at the wheel of a 2023 Toyota 4Runner, and he was “taken into custody for driving while revoked,” according to court records.

Witnesses at the scene told the officers that Zagar allegedly “offered them money in exchange for ‘keeping him company for the night,'” according to court records.

Zagar allegedly presented with “bloodshot, watery” eyes and “an odor of an alcoholic beverage emanating from his person,” according to court records. He declined to take either the standardized field sobriety tests or a preliminary breath test.

Zagar was held in the Dallas County Jail on a $5,300 cash or surety bond. He is scheduled for a preliminary hearing July 1 in Dallas County District Court.

Zagar was convicted of second-offense OWI in May in Dallas County District Court. He was convicted of interference with official acts in 2011 in Emmet County District Court. He was convicted of second-offense OWI in 2009 in Dallas County District Court. He was convicted of first-offense OWI in 2006 in Black Hawk County District Court. He was convicted of interference with official acts in 2005 in Black Hawk County District Court.

*A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
