DNR seeks public input on new rules for road kill, ‘deadheads’

DES MOINES, Iowa – The Iowa Department of Natural Resources (DNR) seeks informal comments on administrative rules related to the salvage of accidently killed, confiscated and found fish and game — including “deadheads” and shed antlers, the department anno8inced Monday.

Executive Order 10 (EO10), signed by Iowa Gov. Kim Reynolds on Jan. 10, 2023, requires all state agencies to identify which administrative rule chapters will be retained or rescinded. The EO10 process includes public engagement with the opportunity for input, which the DNR now seeks.

The Iowa DNR said it has reviewed chapter 571 Iowa Administrative Code (IAC) Chapter 80 (Salvage of Fish and Game) and has revised this chapter, based on the review, in order to eliminate redundancies and improve efficiency and clarity.

The public is now invited to provide informal comments on the proposed rule changes. The DNR will accept written comments through June 16, 2025. Direct written comments regarding the proposed rules to: matt.bruner@dnr.iowa.gov.

Comments should be made to specific portions of the rule.

After receiving and reviewing informal comments, the DNR said it will create a draft Regulatory Analysis and draft Notice of Intended Action. Drafts of the rules, including a “clean” copy and a version showing revisions, can be found on the DNR website.
