Shemar Layshawn Mure, 18, of Des Moines was arrested Thursday on charges of eluding, first-offense OWI, fourth-degree theft and failure to obey traffic control device.

A Des Moines man was arrested outside the Jordan Creek Kohl’s store Thursday afternoon after allegedly trying to slip past police with stolen merchandise.

Shemar Layshawn Mure, 18, of 2812 E. Diehl Ave., Des Moines, was charged with eluding, first-offense OWI, fourth-degree theft and failure to obey traffic control device.

The incident began about 1 p.m. Thursday in the 6500 block of E. P. Tru Parkway in West Des Moines, with Mure’s allegedly “exiting the store without paying,” according to court records.

Officers of the West Des Moines Police Department responded, and Mure “was located nearby in a vehicle,” but he allegedly “willfully failed to bring the motor vehicle to a stop by eluding a marked official law enforcement vehicle after being given a visual and audible signal,” according to court records.

Once detained, Mure allegedly “admitted to smoking marijuana prior to driving” and “did knowingly and intentionally operate a motor vehicle while under the influence of a controlled substance by eluding officers,” according to court records.

Mure was held in the Dallas County Jail in advance of an initial appearance in Dallas County District Court.
