Richard Forrester Hurd, 45, of Des Moines was arrested Tuesday on charges of impersonating a public official and first-offense public intoxication.

A Des Moines man was arrested early Tuesday in Waukee after knocking on a homeowner’s door and claiming to be an agent of law enforcement.

Richard Forrester Hurd, 45, of 2212 Merle Hay Road, Des Moines, was charged with impersonating a public official and first-offense public intoxication.

The incident began about 12:30 a.m. Tuesday in the 600 block of Third Street in Waukee, where officers of the Waukee Police Department responded to a report that a man was “knocking on the door, stating he was state police and demanded the resident open the door,” according to court records.

The responding officers made contact with Hurd, who presented with “slow, slurred speech and impaired balance,” according to court records.

Hurd “admitted to consuming alcoholic beverage” but declined to take a breath test.

Hurd “further admitted” to telling the householder on Third Street “that he was state police as he knocked on the door,” according to court records.

Hurd is held in the Jail County Jail on a $2,000 cash or surety bond. He is scheduled for a preliminary hearing Sept. 9 in Dallas County District Court.

Hurd was convicted of first-offense OWI in 2017 in Polk County District Court. He was convicted of second-offense OWI in 2018 in Polk County District Court.
