October 2, 2019

  • A traffic stop in the 300 block of W. Harrison Street resulted in Kole Wilkenson of Des Moines being issued a citation for failure to provide proof of financial liability.
  • A retail store requested an officer at 606 U.S. Highway 30 E., where a baggie containing possible narcotics was located. The officer disposed of the item.
  • A retail store reported a possible fraudulent check written at 606 U.S. Highway 30 E. An officer is investigating.
  • Kyle Hack reported a stray dog near Elm and Monroe streets. An officer did not locate the animal.
  • Linday Wathen said she caught a stray dog in the 700 block of S. Oak Street. An officer placed the dog in the Jefferson Animal Holding Facility.
  • Officers were called to 505 N. Grimmell Road for a violation of a protective order. An officer has requested an arrest warrant for Ryan Douglas Patterson, 38, of Jefferson for violation of a protective order.
  • The Jefferson Parks and Recreation Department reported criminal mischief at the Russell Park shelter house. Several initials were carved into the newly painted building. An officer is investigating.
  • John Ades reported following an elderly male in a vehicle on N. Grimmell Road who was having severe problems controlling the vehicle. An officer performed a traffic stop with the male on Grimmell Road near 220th Street, and the driver was taken by ambulance to emergency room to be evaluated by a medical doctor.
  • Two people entered the Law Enforcement Center to report to report that they were involved in a minor accident earlier in the day. They said they believed the accident occurred at Olive and Madison streets. A 2019 Toyota Highlander, owned and operated by Marcy Ubben of Perry, was southbound on S. Olive Street, and a 2003 Ford F150, owned and operated by Dam Meythaler of Jefferson, were eastbound on E. Madison Street, and the vehicles lightly collided in the intersection, causing very light damage to the Ubben vehicle. An officer estimated the damage at less than $200.
  • An officer investigated an accident at Washington and Oaks streets. A 2012 Chevy Impala, owned by Jacqueline Cunningham and operated by Bailey Cunningham of Jefferson, was southbound on N. Oak Street and did not yield to an approaching vehicle traveling eastward on Oak Street. Cunningham’s vehicle was struck by the 2013 Nissan Sentra, owned and operated by Alexa Loew of Boxholm. Damage to the Cunningham was estimated at $3,500, and damage to the Loew vehicle was estimated at $5,000. Cunningham was issued a citation for failure to yield to the right.
  • Charlie Paniagua spoke with an officer regarding a civil property issue at 703 W. State St.
  • An officer responded to 703 W. State St. after dispatch received a 911 hang-up call. The officer spoke to a female, who said she had an argument with a male, but he left. No assistance was needed.
  • Coleen Sillyman caught a stray dog at 204 W. Madison St. An officer placed the dog in the Jefferson Animal Holding Facility.
  • An officer responded to an alarm activation at 300 American Ave. An employee tripped the alarm.
  • A caller reported a male yelling in the yard at 619 S. Olive St. An officer spoke to a male at the residence and advised him to quiet down while outside.
  • A caller reported a group of juveniles driving erratically on Hickory Lane.

October 3, 2019

  • John Sturgeon requested a welfare check on a male in the 200 block of S. Georgia Street. The male was found to be fine.
  • Dave Morlan reported a male walking in the roadway near Elm and Washington streets and causing a hazard. An officer spoke to the male and advised him not to walk in the roadway as he passed through Jefferson.
  • Kenny Millard reported unauthorized purchases made online with his SSI Debit Card, and $294.12 was taken from his account. The Social Security Administration refunded Millard the money and is handling the investigation.
  • An officer accompanied a Jefferson Public Works Department worker to 702 W. Mahlon St. to enter the residence and inspect the water meter. The worker located the meter, which had been removed and a pipe put in its place. The items were seized, and charges are pending for theft of services against the occupants of the residence.
  • Haleigh Dzuris reported catching a stray dog at Russell Park. The owner retrieved the animal before an officer’s arrival.
  • Steven Nelsen requested an officer to contact a female and advise her to end unwanted contact with him. The officer is attempting to pass on Nelsen’s wishes to the female.
  • Yvon Day reported juveniles throwing toilet paper in the 600 block of S. Oak Street. An officer did not locate anyone in the area.
  • An officer spoke to a resident at 102 W. Vest St. after dispatch received a 911 hang-up call from the residence. The male was fine.
  • Officers issued two street sweeping parking violations during this reporting period.
  • An officer has requested an arrest warrant for Ryan James Brown, 47, of Jefferson for fourth-degree theft. The request stems from a report Sept. 19, 2019, in which Brown was accused of turning the water services back on at two properties owned by Brown after disconnection by the city. Water was used at both residences.

*A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
