Johnston woman arrested for chronic livestock neglect

A Johnston woman who received a two-day jail sentence in 2020 for failure to dispose of the bodies of horses that starved to death on her rural Granger horse property was arrested Thursday on a charge of livestock neglect.

Linda Kay Kilbourne, 78, of 6831 N.W. 54th Court, Johnston, was charged with livestock neglect, and further charges are pending, according to the Dallas County Sheriff’s office.

Sheriff’s office detectives executed a search warrant Wednesday at 33034 165th St. The search disclosed 46 horses in need of veterinarian care. The animals were seized with the help of the Animal Rescue League of Iowa (ARL).

The investigation is ongoing, and the horses will remain in the care of the ARL pending court action, the sheriff’s office said in a statement released Thursday. The Iowa Department of Agriculture and Land Stewardship also assisted in this investigation, according to the statement.

Kilbourne was convicted of failure to dispose of a dead animal in 2020 in Dallas County District Court. Her Granger property has been the object of numerous animal-abuse complaints over a number of years.
