Milwaukee pair arrested for possession with intent to sell pot

Hannah Adele Foat, 21, of 1726 N. First St., Milwaukee, Wisconsin, was charged with controlled substance violation failure to affix drug stamp and prohibited act by registrant.

Larry Avonte Davis, 19, of 9231 W. North Ave., Milwaukee, Wisconsin, was charged with controlled substance violation failure to affix drug stamp and prohibited act by registrant.

The incident began about 7 a.m. Thursday at the 108 mile marker of eastbound U.S. Interstate 80, where an Iowa State Patrol Trooper stopped a 2017 Chrysler 300 “for speeding and unsafe approach to a stationary vehicle with its four-way flashers activated on the outside shoulder,” according to court records.

While speaking with occupants of the vehicle, the trooper allegedly observed “a green leafy substance consistent with marijuana residue sprinkled on the center console and on the front of the driver’s sweat shirt,” according to court records.

Foat allegedly admitted she and Davis “had previously been smoking marijuana” and “there was a lot more marijuana in the trunk.”

A search of the vehicle disclosed “a bag containing approximately 1.75 pounds of raw marijuana inside of three vacuum-sealed packages and a glass jar containing approximately 20 grams of raw marijuana.”

Davis is held in the Dallas County Jail on a $20,000 cash-only bond. He is scheduled for a preliminary hearing July 6 in Dallas County District Court.

  1. Yet another legal purchase made illegal by traveling through Iowa. Now two young people will become felons because Iowa’s legislators can’t manage to legalize it like our neighbor Illinois did.
