UPDATE: Perry man arrested, juvenile at large in Monday incident

Julio Adrian Ruiz, 19, of Perry was arrested Monday on a charge of conspiracy to deliver controlled substance to a minor.

A Perry man was arrested Monday night while a juvenile male fled on foot after officers of the Perry Police Department initiated a traffic stop of their vehicle, in which marijuana was allegedly found.

Julio Adrian Ruiz, 19, of 1421 Fifth St., Perry, was charged with conspiracy to deliver controlled substance to a minor.

The incident began about 8:15 p.m. in the 2600 block of Iowa Street, where officers of the Perry Police Department initiated a traffic stop of a 2012 Honda Pilot after recognizing the juvenile driver as operating with a suspended license.

The juvenile driver of the Honda and Ruiz, the passenger, exited the vehicle, according to court records.

An officer approached the vehicle, and “in plain view, laying on the center console, was a plastic zip-lock baggy with a green leafy substance,” according to court records.

An officer attempted to take the juvenile driver into custody, but he ran away, according to court records. Ruiz was taken into custody without incident.

A probable-cause search of the vehicle was conducted, and “”another bag of green leafy substance inside the glove box,” according to court records. Both bags tested positive for marijuana.

An arrest warrant has been ordered for the juvenile fugitive.

Ruiz is held in the Dallas County Jail on a $5,000 cash or surety bond in advance of an initial appearance Tuesday in Dallas County District Court.

Ruiz was convicted of first-offense domestic abuse assault and assault causing bodily injury Sept. 2 in Dallas County District Court.

*A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
