First ward council member Joseph Shelly was sworn in for his first term on the council after a successful election campaign.
The three incumbents were congratulated by their fellow officeholders, including outgoing Perry Mayor John Andorf, who is retiring after three terms as mayor, outgoing first ward council member Dean Berkland, who is retiring after two terms on the council, and second-term incumbent council member Vicki Klein, who was first elected to her at-large seat in 2017.
