Redfield woman arrested for allegedly whipping 6-year-old

Malkah Baht Israel Jolliff, 28, of Redfield was arrested Monday on charges of assault causing bodily injury, child endangerment causing bodily injury and child endangerment.

A Redfield woman was arrested on a Dallas County warrant Monday in connection with an incident last week in which she allegedly whipped her 6-year-old with a phone charging cord after an incident at the Stuart Elementary School.

Malkah Baht Israel Jolliff, 28, of 919 Taylor St., Redfield, was charged with assault causing bodily injury, child endangerment causing bodily injury and child endangerment.

The incident began March 26, when a resource officer at the West Central Valley Community School District requested the Dallas County Sheriff’s office to conduct a welfare check on the 5-year-old and 6-year-old children of Jolliff, who were absent from school that day.

The resource officer told the sheriff’s office that “the family had moved from Chicago to Redfield about a month ago, and the children had been truant over half of the days since their enrollment,” according to court records.

“Despite multiple attempts, deputies were not able to make contact with” Jolliff before the children attended school March 28, and the school nurse then “reported seeing injuries on” the 6-year-old, according to court records.

The nurse told the deputies that the child said “she got in trouble at school, and when she got home her mother gagged her mouth with a jump rope and whipped her with a cell phone charging cord,” according to court records.

Authorities observed on the victim “visible injuries on her lower back, neck and cheek that
had appeared fresh but scabbed over, consistent with being whipped by a charging cord on or about March 25,” according to court records.

The victim “said this was not the first time she had been whipped by her mother,” according to court records.

A warrant for Jolliff’s arrest was ordered Monday in Dallas County District Court and served Monday. Jolliff is held in the Dallas County Jail on a $5,000 cash or surety bond. She is scheduled for a preliminary hearing April 10 in Dallas County District Court.

Jolliff was arrested Friday on a Guthrie County warrant for disorderly conduct in connection with a March 25 incident in Stuart in which she was allegedly “rude, aggressive and loud with the principal” of the Stuart Elementary School, including shouting profanities inside the school’s hallways.

According to court records, Jolliff allegedly “started to demand the principal tell her what teacher had called her child an embarrassment.” The principal repeatedly told Jolliff “that no one had called her child an embarrassment,” but Jolliff “refused to listen to anything else and then accused” the principal “of calling her child a liar.” The case is pending in Guthrie County District Court.

*A criminal charge is merely an accusation, the defendant is presumed innocent until and unless proven guilty.
