Story County sex offender allegedly violates registry

A Story County sex offender was arrested Tuesday when it was found that he changed jobs and places of residence without informing local law enforcement.

Dustin Richard Evans, 39, of 402 N. Vine St., Jefferson, was charged with first-offense sex offender-verification requirement violation.

According to court records, Evans reported in January 2022 that he was living in Grand Junction with his father-in-law and working at a factory in Scranton.

An investigation begun in mid-March by an officer of the Jefferson Police Department determined that Evans allegedly had been living at 402 N. Vine St. in Jefferson with a woman “and her two daughters” since Dec. 1, 2021.

Evans had not informed the woman “of his status as a sex offender,” according to court records.

According to the Iowa Sex Offender registration requirements, “it is required for a registered sex offender to within five business days of establishing, discontinuing or changing a residence, employment, or attendance as a student, in any Iowa county, appear in person to notify the sheriff of each county where the established, discontinued or changed residence, employment, or attendance as a student is located.”

A warrant for Evans’ arrest was ordered March 22 in Greene County District Court and served March 29. Evans was held in the Greene County Jail prior to his release on his own recognizance. He is scheduled for a preliminary hearing April 13 in Greene County District Court.

Evans was convicted of indecent contact with a child in 2005 in Story County District Court. He was convicted of first-offense sex offender registry-failure to register in 2006 in Story County District Court. He was convicted of second-offense sex offender registry-failure to register in 2006 in Story County District Court. He was convicted of second-offense sex offender registry-failure to register in 2009 in Story County District Court. He was convicted of second or subsequent offense sex offender registration violation 2012 in Story County District Court. He was convicted of second or subsequent offense sex offender-verification violation 2016 in Story County District Court.

*A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
