
Social and economic activity in Iowa is gradually reviving after a 10-week virtual lockdown, but the limit on the size of social gatherings to no more than 10 persons, imposed by Iowa Gov. Kim Reynolds March 17 and now set to expire June 1, is still fully in force, a force felt fully Friday by more than two dozen young people arrested at a Rippey drinking party.
The incident began shortly before midnight Friday, when Greene County Deputy Sheriffs responded to a report of a party in the 500 block of Third Street in Rippey at the residence of Charity Leann Snavely, 38, of Rippey.
In the event, Snavely was charged with an Iowa Department of Public Health violation, 13 counts of supplying alcohol to persons under the age of 18 and first-offense permitting persons under 18 to consume alcohol.
According to court records, “Snavely had 13 underage juveniles at her residence” who “were consuming alcohol.” Snavely told deputies “that she was aware of the party at her residence.”
The juveniles were charged with possession of alcohol underage and an Iowa Department of Public Health violation. Deputies “transported multiple juveniles to the Law Enforcement Center in Jefferson” and later released the youths to their parents, according to court records.
In addition, eight adults under the legal drinking age of 21 were charged with possession of alcohol underage and an Iowa Department of Public Health violation, and three were charged simply with an Iowa Department of Public Health violation.
Booked into the Greene County Jail early Saturday were:

- Mahammed Belarbi, 18, of Perry, arrested for possession of alcohol underage and a department of public health violation.
- Brando Burgos, 20, of Perry, arrested for possession of alcohol underage and a department of public health violation.
- Quincy Carey, 18, of Rippey, arrested for possession of alcohol underage and a department of public health violation.
- Conner Embrey, 21, of Rippey, arrested for a department of public health violation.
- Fallon Heater, 18, of Perry, arrested for possession of alcohol underage and a department of public health violation.
- Marco Ortiz-Navarijo, 18, of Perry, arrested for possession of alcohol underage and a
department of public health violation. - Nathaniel Pemberton, 21, of Des Moines, arrested for a department of public health violation.
- Angel Rivera, 18, of Perry, arrested for possession of alcohol under age and a department of public health violation.
- Marvin Sarceno, 18, of Perry, arrested for possession of alcohol underage and a department of public health violation.
- Jonathan Silva, 18, of Perry, arrested for possession of alcohol underage and a department of public health violation.
Snavely was held in the Greene County Jail prior to her release on her own recognizance. She is scheduled for a preliminary hearing June 10 in Greene County District Court.
With so large a mass of miscreants, social distancing was challenging inside the eight-cell Greene County Jail, according to a spokesperson for the Greene County Sheriff’s office.
“That’s hard,” the spokesperson said. “They had to wait to see the magistrate, so we just had to do the best we could as far as keeping them apart.”
