Matthew Allen Stipp, 44, of Waukee was arrested Friday on charges of first-offense domestic abuse assault-bodily injury or mental illness and obstruction of emergency communications.

A Waukee man was arrested Friday on a Dallas County warrant in connection with an incident earlier this week in which he allegedly assaulted a Waukee woman in the home.

Matthew Allen Stipp, 44, of 980 Daybreak Dr., Waukee, was charged with first-offense domestic abuse assault-bodily injury or mental illness and obstruction of emergency communications.

The incident occurred about 8:44 p.m. Wednesday at a residence in the 900 block of Daybreak Drive, where officers of the Waukee Police Department responded to a report of a domestic disturbance.

The officers made contact with the victim, who told the officers that Stipp allegedly “stuck his left arm out and grabbed” the victim “by the throat” and “threw the victim down to the ground,” according to court records.

The officers observed on the victim “bruising on her knees and elbow,” according to court records.

Stipp also allegedly “grabbed the victim’s cell phone and spiked it on the ground,” according to court records.

The officers observed on the victim “marks on the female’s body, and it appeared consistent with the victim’s statements,” according to court records.

A warrant for Stipp’s arrest was ordered March 12 in Dallas County District Court and served March 14. Stipp is held in the Dallas County Jail in advance of an initial appearance in Dallas County District Court.
