Waukee stalker allegedly violates no-contact order again

A Waukee man who was convicted last April for stalking was arrested Sunday on a Dallas County warrant in connection with his alleged repeated violations of a no-contact order in the stalking case.

Moon Soo Kim, 53, of 2035 S.E. Parkview Crossing Dr., Waukee, was charged with third or subsequent offense stalking-using technological device and violation of a no-contact order.

According to court records, Kim placed three GPS trackers on the female victim’s vehicle in November 2023 “in an attempt to monitor the victim’s location at all times,” according to court records.

Kim “would reasonably know” that attaching a GPS tracker to the victim’s vehicle “would
cause the victim to feel terrorized, frightened, intimidated or threatened,” according to court records.

Kim was arrested on three counts of stalking. The case was deferred in April 2024 in Dallas County District Court, and Kim was given two years’ probation. He was convicted of two counts of violation of a no-contact order in March 2024, and he was arrested Jan. 14, 2025, on a charge of violation of a no-contact order that occurred on Dec. 31, 2024.

According to court records, the Iowa Department of Corrections now recommends Kim’s probation be revoked and the originally deferred two-year prison sentence be imposed because he “has continued to display a pattern of threatening, harassing and intimidating behavior towards the victim of this case.”

Kim was held in the Dallas County Jail on a $10,000 cash or surety bond. He is scheduled for a preliminary hearing Jan. 24 in Dallas County District Court.

*A criminal charge is merely an accusation, the defendant is presumed innocent until and unless proven guilty.
