Des Moines man held at ‘taser point’ in Waukee traffic stop

Tyson Eugene Dowler, 27, of Des Moines was arrested Saturday on charges of second-offense OWI, two counts of child endangerment, third or subsequent offense possession of a controlled substance-marijuana, driving while barred and possession of drug paraphernalia.

A Des Moines man was arrested in Waukee early Saturday when police detained him by means of an electroshock weapon after he allegedly became uncooperative.

Tyson Eugene Dowler, 27, of 2609 Cambridge St., Des Moines, was charged with second-offense OWI, two counts of child endangerment, third or subsequent offense possession of a controlled substance-marijuana, driving while barred and possession of drug paraphernalia.

The incident began about 4:15 a.m. on Warrior Lane, where an officer of the Waukee Police Department observed a 2014 Chrysler 300 traveling “with no rear lights engaged,” according to court records.

A traffic stop was initiated, and Dowler allegedly “exited the vehicle and refused to listen to commands while also attempting to open the rear passenger door,” according to court records.

He was “detained at taser point” by the officer, according to court records.

A 3-year-old child was found seated “in the rear passenger seat in a car seat” but “was not secured into the car seat,” according to court records.

The officer allegedly detected “an odor of an alcoholic beverage” and “an odor of marijuana” inside the vehicle, and Dowler presented with “bloodshot and watery eyes,” according to court records.

Dowler refused to take field sobriety tests, a preliminary breath test or a Datamaster breath test.

A search of the vehicle disclosed “a bag containing a green leafy substance” and a “rubber container” with “a substance consistent with wax,” according to court records.

Dowler was held at the Dallas County Jail prior to an initial appearance in Dallas County District Court.

Dowler was convicted of first-offense OWI in 2019 in Webster County District Court. He was convicted of first-offense possession of a controlled substance-marijuana in 2021 in Polk County District Court.

*A criminal charge is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
