Hoger wins statewide award for excellence in Medicare counseling

Lou Hoger of Perry, the Senior Health Insurance Information Program (SHIIP) volunteer counselor at the Dallas County Hospital, was recognized last month for his exceptional service to the retired population of Perry and Dallas County by receiving the 2020 Best in State MIPPA Award.

“Lou is another terrific example of the array of exceptional services the community has grown to find here at DCH,” said a DCH spokesperson.

Hoger was presented the award at the annual meeting of the Iowa Hospital Association in mid-October. He was presented with a plaque indicating that DCH “assisted 82% of clients with extra help to cover Medicare costs.”

MIPPA stands for Medicare Improvements for Patients and Providers Act. Passed into law in July 2008, when Congress overrode the veto of President George W. Bush, the MIPPA program provides federal grants to states and tribes for outreach and assistance — in the form of SHIIP, for instance — to Medicare beneficiaries in applying for benefit programs that help to lower the costs of their Medicare premiums and deductibles.

After receiving extensive training from the State of Iowa Insurance Commission, Hoger began in 2017 to provide one-on-one SHIIP assistance at DCH to anyone with questions or problems related to Medicare benefits, Medicare supplement insurance, insurance claims and similar needs.
