September 1, 2016

  • A caller asked to speak with an officer of the Perry Police Department about “her estranged husband.” Officers responded.
  • Mara Tapia, 1914 W. Second St., Perry, was issued a citation for first-offense dog at large.
  • A caller said “an elderly lady in a dark blue vehicle” was “parked on the side of the road.” Officers responded but did not find the vehicle.
  • An officer of the Perry Police Department was on patrol when the officer “was flagged down by civilians” who were looking or someone who “has trouble with seizures.” The officer responded and found the missing person.
  • Breane Philpott, 24, 2010 Fourth St., Perry, was arrested on a charge of first-offense OWI-drug related.

September 2, 2016

  • A caller asked whether an officer of the Perry Police Department could help him remove a bat from his residence. An officer responded.
  • A caller asked to speak with an officer of the Perry Police Department “regarding his children being taken from his by their mother.” Officers responded.
  • A caller said “there was smoke coming up in her new shop that she just purchased with her sister.” An officer responded.
  • A caller said “there was a possible fight but no longer in progress because they broke it off once he informed them he was calling the police.” Officers responded.
  • A caller asked to speak with an officer of the Perry Police Department about “problems with her live-in boyfriend.” An officer responded.
  • A caller said he “placed his computer case, containing his computer, ID and wallet and some credit cards in some bushes yesterday while taking a walk,” and “now he can’t find them.”
  • A woman entered the offices of the Perry Police Department at 908 Willis Ave. with an insurance card she said she found. An officer responded and mailed the card to its owner.
  • A caller asked whether an officer of the Perry Police Department could help her remove a bat from her residence. An officer responded and removed the bat.
  • A man entered the offices of the Perry Police Department at 908 Willis Ave. and said he lost his Social Security card.
  • Daniel Ramirez, 32, 2021 Fourth St., Perry, was arrested on a Dallas County warrant for violation of probation and failure to appear on an original charge of driving while suspended. Ramirez was also charged with possession of drug paraphernalia.

September 3, 2016

  • A caller said he “has been helping a woman from Des Moines for the last couple of days, giving her a place to stay and helping her with work. Today he doesn’t know what to do with her. She won’t get out of the car or leave the area either.” An officer responded and “tried to get her in contact with services, and she refuses. She was even provided a phone to use to call for assistance, and she refused and threw the contact information provided on the ground.”
  • A caller said her coworker was “being harassed by her mom and her mom’s boyfriend.” An officer responded.
  • A caller said “there is a woman in the store that does not get out.” Officers responded and determined the woman in the store “was having mental issues.” The officers contacted “mobile crisis” and “tried to develop some options for her as far as a place that she could go. She declined, saying that she only felt safe in the police department.” After further efforts, it was determined a magistrate “was going to write up a commital order,”  and the officers were advised “to transport her to Dallas County Hospital.”
  • A caller said someone “drank a bottle of Pine-Sol intentionally” and was “on the ground.” Officers responded.
  • A woman entered the offices of the Perry Police Department at 908 Willis Ave. with a dog she caught running at large. An officer transported the animal to the Perry Animal Holding Facility. The Humane Society of Perry was notified.
  • A caller said “a woman accidentally left her wallet.” An officer responded, picked up the item, and made contact with its owner, who “came to the PD a short time later, signed a receipt and was given her wallet.”
  • A caller said her dog was missing.
  • A caller from the Dallas County Hospital said a “person being committed is causing problems for the hospital staff” and was “being combative.” Officers responded and assisted until “deputies arrived a shirt time later and transported the person.”
  • Meagan Burkhart, 1807 Evelyn St., Perry, was issued a citation for first-offense loud music.
  • A caller reported “an abandoned bike laying on the parking in front of her residence.” An officer responded and took the bicycle “to the bike shed.”
  • A man entered the offices of the Perry Police Department at 908 Willis Ave. and said he “was flagged down by an older white male” who “said he needed an officer.” An officer responded and determined the older man “appears to be suffering from Alzheimer’s” and “thought he was at someone else’s residence.” The officer made contact with the older man’s family.

September 4, 2016

  • A caller said she caught a cat running at large. An officer responded and took the animal to the Perry Animal Holding Facility. The Humane Society of Perry was notified.
  • Emeku Inasah-Tavia White, 27, 3560 E. Douglas Ave., #E15, Des Moines, was arrested on a charge of driving while suspended.
  • A caller from a local retail store said “there is a guy that has been around there for a while and does not leave.” She said he was “not harming anyone but just thought it was worrying other customers.” Officers responded but did not find the worrying man.
  • A caller said he caught a dog running at large. An officer responded and took the animal to the Perry Animal Holding Facility. The Humane Society of Perry was notified.
  • A woman entered the offices of the Perry Police Department at 908 Willis Ave. and said her daughter’s dog was missing. The dog was later found.
  • A caller said “a man that was shirtless and wearing khaki pants” was “screaming and holding a plastic bag” near her home. Officers responded and found “all was okay.” The screaming man “was just practicing his singing and picking up leaves on the sidewalk.”
  • A woman entered the offices of the Perry Police Department at 908 Willis Ave. with “an ID that was found on the bike trail.” An officer responded.
  • Brandon Kahler Weeks, 2118 Estella St., Perry, was issued a citation for first-offense open burning.
  • A caller said a dog was running at large. An officer responded but did not find the animal.
  • A caller from the Polk County Sheriff’s office said “a deputy was out with a person reported missing by” the Perry Police Department, Ronald Kelvin Johnson, who “appears to be doing well” and has been “staying at hotels around the metro.” The deputy said the missing man said he would “contact Perry PD or his family in Perry to speak with them and let them know how he’s doing.” An officer responded and informed the family.
  • Juan Jose Merlos-Melendez, 47, 410 Second St., Perry, was arrested on a charge of first-offense OWI.
  • A woman entered the offices of the Perry Police Department at 908 Willis Ave. and said her husband “has been attempting to kick her out of their residence because she in unemployed and unable to contribute in helping pay bills.” She said she “does not have anywhere else to live.” An officer responded and told the wife that her husband “cannot kick her out.” The officer provided “victim advocate information” to the wife. The officer made contact with the husband, who “asked if he can quit paying the bills.” The officer told the husband that “if he did, that would be a problem between him and the bank.”
  • A caller said a man was “hollering and holding something in his hand.” Officers responded spoke with the hollering man. Shortly after, a caller from a local retail store said a man was “loitering” and “harassing customers.” Officers responded and spoke with the same hollering man.
  • A woman entered the offices of the Perry Police Department at 908 Willis Ave. and said someone “broke and window and climbed in” her residence. An officer responded.
  • Larry Knox, 1316 Sixth St., Perry, was issued a citation for first-offense loud music.

September 5, 2016

  • A caller said “an officer was needed” and then “hung up.” Officers responded and spoke with a man who said a woman was “upset with him that he had gone out with some friends, and when he came home she began to ‘attack’ him. She attempted to claw his eyes out.” Officers took photos of “a scratch above his left eye.” The officer did not find the woman.
  • A caller reported “a male that is attacking females” and “saying that he has a gun.” Officers responded and arrested a 17-year-old buy from Des Moines on charges of carrying weapons, disorderly conduct-fight, possession of alcohol underage and three counts of assault-use or display of a dangerous weapon.
  • Stephanie Silva, 21, 1313 First Ave., #A2, Perry, was arrested on a Polk County warrant for failure to appear on an original charge of OWI.
  • Ryan Jacob Ayers, 24, 413 Fourth St., Perry, was arrested on a Dallas County warrant.
  • A caller said he caught a dog running at large. An officer responded and took the animal to the Perry Animal Holding Facility. The Humane Society of Perry was notified.
  • Paula Romero-Bello, 40, 2403 Taft St., Perry, was issued a citation for failure to obey yield sign.
  • A caller said she “found a marijuana pipe in her residence.” The caller asked “how to get a substance abuse committal for her younger sister.” An officer responded.
  • Shane Michael Byers, 35, 2970 E. Ovid St., Des Moines, was arrested on a charge of first-offense OWI.
  • Dejah Amber Thompson, 36, 1800 Watrous Ave., #21B, Des Moines, was issued a citation for open container.
  • A caller said her “boyfriend just shoved her across the hall.” Officers responded and learned “the two of them had been arguing all day about a female who showed up at their residence selling things.” The caller felt the boyfriend “was overly friendly towards the female salesperson.” The boyfriend “agreed to leave for the remainder of the evening,” and the caller “was given crisis intervention information.”
  • A man entered the offices of the Perry Police Department at 908 Willis Ave. and said he received a text message from someone who “may be thinking of harming himself.” An officer responded.

*A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
