DES MOINES, Iowa — A Norwalk man has been charged with first-degree murder in connection with the shooting death Monday of a woman in Winterset, according to the Iowa Division of Criminal Investigation (DCI).

Jerome “Jerry” Moyer, 25, of Norwalk was arrested without incident by the Dubuque County Sheriff’s office following a traffic stop, the DCI said.

Madison County 911 received a call of an unresponsive female shortly after 11 a.m. Monday. Officers of the Winterset Police Department responded and found Rosanna Otto, 23, deceased inside the home at 121 E. Lane St., #1, in Winterset.

Otto died of an apparent gunshot wound, according to the Winterset Police Department and the DCI. Investigation identified Moyer as a suspect in Otto’s death.

Moyer is being held in the Dubuque County Jail and will be transported to the Madison County Jail at a later date.
