Perry school board elects officers, attends to business

Kyle Baxter and Linda Andorf were both unanimously returned to their roles as president and vice-president, respectively, of the Perry Community School District Board of Education at their monthly meeting Monday.

Both were sworn in by Treasurer/Secretary Kent Bultman, after which the board chose to continue holding public meetings at 6 p.m. on the second Monday of each month in the Brady Library at the Perry High School.

The board quickly attended to several matters that might best be termed housekeeping, including making several committee and representative appointments.

Superintendent Clark Wicks, Director Jim Lutmer and Baxter were returned to the joint city/school committee, with Wicks, Bultman and Directors Kenia Alarcon and Casey Baldwin chosen for the audit committee. Baldwin was chosen to replace Alarcon on the negotiations committee, which will also include Bultman, Wicks and Lutmer, while Bultman, Wicks and Andorf will continue duties on the health insurance committee.

Baxter and Andorf were both given approval to continue their service on the IASB Delelgate Assembly/Legislative and as Dallas County Conference representatives, respectively.

The board approved an agreement for $14,300 for pre-planning and bond preparation work with SVPA, recently hired as the district’s architectural firm. The board is looking at a December bond issue vote for additions and improvements to the industrial tech areas and possibly to the wrestling room.

Baxter noted the price was high but much less than the prices a former architectural firm presented to the board last year. Greater detail will be presented at the October meeting, with Baxter noting an Oct. 26 deadline if the board wished the bond issue to be ready for December.

The federally funded AmeriCorps coordinates with Perry’s own GearUp program to help students and families with the transition to secondary education. The board approved a sharing agreement with AmericCorps and will allow the PHS campus to continue serving as the host site. The value of the program, which does not use local funds, was estimated at $13,765.

The board also approved five priorities for the 2019 Legislative session that will be forwarded to the Iowa Association of School Boards. Priorities were the need to preserve the penny tax, the desire for adequate and timely funding for English Language Learner needs, the request that there be no unfunded mandates, the desire that access to quality public preschools be available to all four-year old children and the request that teacher leadership and direction be fully supported.

A change order in the amount of $1,995 for additional concrete work, including drainage, at Dewey Field received approval, as did SBRC Allowable Growth Requests for the Special Education Deficit.

The board approved the master form of contracts offered to game officials, approved allowing the activities director to use the electronic signature of the board president for such contracts and also gave permission for Baxter, Bultman and administrative assistant Joyce Scott to be authorized signers on all district accounts with the Raccoon Valley Bank.

A food service agreement was entered into with the Perry Child Development Center, policy adjustments regarding the disposal of district property were approved and several personnel matters were also agreed upon, with permission granted for fundraisers by the boys basketball team and drama department.

The Perry School Board meets the second Monday of each month at 6 p.m. in the Brady Library at PHS. The public is welcome to attend.
