Sleeping Perry man awakened, arrested on drug charges

Scott Ryan Hall, 46, of Perry was arrested Monday on charges of controlled substance violation, failure to affix drug stamp, keeping a premises or vehicle for controlled substance violation and first-offense possession of a controlled substance-marijuana.

A Perry man, found sleeping in his vehicle Monday morning with the transmission in gear, was arrested when he was found to be allegedly in possession of more than two ounces of methamphetamine.

Scott Ryan Hall, 46, of 1920 Evelyn St., Perry, was charged with controlled substance violation, failure to affix drug stamp, keeping a premises or vehicle for controlled substance violation, first-offense possession of a controlled substance-marijuana and possession of drug paraphernalia.

The incident began about 6 a.m. Monday in the 1900 block of Evelyn Street, where an officer of the Perry Police Department found Hall in a 2013 Dodge Journey “leaned back within the vehicle seat” and “appearing to be unconscious,” according to court records.

In the course of awakening Hall, the officer allegedly saw “in plain view a zip lock bag on the floor board of the driver seat that contained a white powder.”

According to court records, the officer asked Hall “about the bag, to which he responded, ‘Are you going to take me?'” The officer replied, “For what?” and Hall allegedly answered, “Meth.”

A probable-cause search of the vehicle disclosed 66.1 grams of methamphetamine “in four separately packaged baggies,” 1.3 grams of marijuana, “a digital scale, a methamphetamine pipe, multiple syringes and multiple marijuana pipes” and “$576 in cash in multiple denominations”

Hall is held in the Dallas County Jail on a $38,300 cash or surety bond in advance of an initial appearance in Dallas County District Court.

Hall was convicted of controlled substance/possession in 1995 in Dallas County District Court. He was convicted of possession of a controlled substance in 1996 in Polk County District Court. He was convicted of controlled substance violation in 2001 in Dallas County District Court. He was convicted of second-offense possession of a controlled substance in 2001 in Dallas County District Court. He was convicted of controlled substance violation in 2005 in Polk County District Court. He was convicted of third or subsequent offense possession of a controlled substance in 2014 in Dallas County District Court. He was convicted of unlawful possession of prescription drug in 2014 in Guthrie County District Court. He was convicted of third or subsequent offense possession of a controlled substance in 2014 in Story County District Court. He was convicted of third or subsequent offense possession of a controlled substance in 2016 in Boone County District Court. He was arrested on charges of controlled substance violation and failure to affix drug stamp in August 2020. The case is pending in Dallas County District Court.

*A criminal charge is merely an accusation, and the defendant is innocent until and unless proven guilty.
